The foundation of public education was to create a caste system. "The Underground History of American Education," by John Gotto is a must read. If you could have the chance of stepping into a Waldorf school you will find engaged, spirited children. There is no teaching to the test. The Finnish model is good example of allowing children to direct and partner with teachers, with no testing. I have been teaching for 25 years in Waldorf and could not teach in a public school.
